Two systems on one building
Slats and screens solve different problems. Slats tilt and so meter the light; a screen is a closed surface that removes glare and still leaves the view out. Having both on one building is not a contradiction but the answer to two different sides of a façade.
Before the rendering
On a new build it is decided early whether the lintel can later take a box. If the recess only becomes a subject after the rendering, what usually remains is the surface-mounted solution: visible, and rarely what the architect drew.
